Base Realignment and Closure (BRAC) is the congressionally authorized process the Department of Defense (DoD) has used to reorganize its installation structure to more efficiently and effectively support our forces, increase operational readiness, and facilitate new ways of doing business. Two pieces of legislation drive this process: Defense Authorization Amendments and Base Closure and Realignment Act (Pub. L. 100-526, 102 Stat.2623, 10 U.S.C. S 2687 note) and the Defense Base Closure and Realignment Act of 1990 (Pub. L. 100-526, Part A of Title XXIX of 104 Stat. 1808, 10 U.S.C. S 2687 note).
Since 1988, five rounds of installation closures and realignments have occurred, resulting in the closure of 32 major Air Force installations throughout the United States. The Air Force Real Property Agency (AFRPA) is responsible for closure and realignment actions occurring during the first four closure rounds held in 1988, 1991, 1993, 1995 and 2005. Actions are handled by the Eastern Region's Regional Operating Locations, the Central Regional Operating Center, or the Western Regional Execution Center.
