The Air Force Real Property Agency, with headquarters in San Antonio, TX., is a field operating agency within the office of the Assistant Secretary of the Air Force for Installations, Environment and Logistics. The agency manages the Air Force real property portfolio.
The mission of the Air Force Real Property Agency is to acquire, manage, and dispose of all Air Force-controlled real property worldwide.
AFRPA has 230 civilian personnel and contractors, including specialists in real property, environmental cleanup and compliance, financial management, facility operations and maintenance, public affairs, environmental and real estate law, civilian personnel, and information systems.
AFRPA has transformed and reorganized to address the Air Force's immediate and long-term real property management needs.
AFRPA's divisions provide a full spectrum of real property expertise and a suite of programs to maximize asset value, ensure asset viability and provide increasing value to the warfighter.
The AFRPA divisions are:
Real Estate Transactions
Provides real estate transaction support to 12 major commands, including condemnations, congressional notifications, gifts, all Air National Guard actions, fair-market value negotiations, complex property transfers and special waivers. The Real Estate division also minimizes encroachment through strategic leasing through the Readiness and Environmental Protection Initiative (REPI).
Strategic Asset Utilization
The Strategic Asset Utilization (SAU) division manages value-based transactions, including enhanced use leases, as a means of extracting additional value from Air Force assets. SAU provides the Air Force with top-tier professionals armed with modern, effective strategies to create opportunities that benefit the warfighter. The division conducts AFRPA's post-closing management program, and is leading the Air Force's efforts in joint basing.
Real Property Management (RPM)
As AFRPA evolves to become the Air Force Real Property Center of Excellence, the RPM division is fast becoming a vital component in the Air Force's real property management strategy.
BRAC Program Management
AFRPA's BRAC mission is at the core of its real property expertise. By combining environmental management experiences with positive, open stakeholder relationships and an innovative master plan, the BRAC division has returned more than 85 percent of identified land to communities. As part of its goal to reduce risk and liabilities, AFRPA is using a performance-based remediation strategy to optimize early site closures.
Chief Financial Office (CFO)
CFO plans, programs, budgets and executes processes for real property and environmental remediation processes. The chief financial officer also oversees personnel and payroll accounts and procurement of operational resources.
Chief Information Office (CIO)
Manages the flow of information within AFRPA and to external stakeholders. By leveraging cutting edge information technology with state-of-the-art public communications programs, the agency can inform, educate and build advocacy for programs among all audiences.
The Air Force Real Property Agency traces its roots to Nov. 15, 1991, and the creation of the Air Force Base Disposal Agency, a field-operating agency that reported to the Office of the Assistant Secretary of the Air Force for Manpower, Reserve Affairs, Installations and Environment. The agency was created as the single focus for base conversion matters and the execution of environmental programs and real property disposal for major Air Force bases in the United States being closed or realigned under the authorities of the Base Closure and Realignment Act of 1988 and the Defense Base Closure and Realignment Act of 1990.
In 1993, the agency was renamed the Air Force Base Conversion Agency, a name that clearly identified its role in assisting BRAC communities through the process of closing and realigning bases from military to civilian reuse. AFBCA ensured that property at these Air Force installations was made available for reuse. The agency provided civilian reuse transition planning; caretaker services to include installation protection, maintenance and operations; environmental planning, compliance and restoration; and real property disposal.
The Secretary of the Air Force consolidated the Air Force Base Conversion Agency with the Air Force Real Estate Division to form the Air Force Real Property Agency Oct. 16, 2002. The division managed real property acquisition and disposal for active Air Force installations worldwide. This transformation consolidated the Air Force's real property disposal and acquisition efforts for both active-duty and BRAC installations. The new agency reports to the Assistant Secretary of the Air Force for Installations, Environment and Logistics.
Today the Air Force Real Property Agency organization continues to acquire, dispose, and manage all Air Force-controlled real property worldwide. In effecting transactions pursuant to these responsibilities, the agency executes environmental programs and real property conversion while returning value to taxpayers and supporting the warfighter.
