Beale Air Force Base

Air Combat Command is responsible for Beale AFB. Realign Beale AFB through the following actions:

1. Distribute the KC-135R/T aircraft assigned to the 940th Air Refueling Wing, Air Force Reserve Command, to meet the Primary Aircraft Authorizations requirements established by the Base Closure and Realignment recommendations of the Secretary of Defense, as amended by the Defense Base Closure and Realignment Commission.  AFRC is responsible for effecting this movement. 

2. The 940th Air Refueling Wing headquarters and Expeditionary Combat Support elements remain in place.

Channel Islands Air Guard Station

The Air National Guard is responsible for Channel Islands Air Guard Station. Realign Channel Islands through the following actions: 

1. Establish 8 Primary Aircraft Authorization C-130J aircraft at the 146th Airlift Wing (ANG), Channel Islands Air Guard Station, CA.

2. The 146th Airlift Wing (ANG), a C-130 unit located at Channel Islands Air Guard Station, will accept sufficient aircrews and maintenance personnel reassigned from the 163d Air Refueling Wing (ANG), March Air Reserve Base, CA in sufficient number to bring the 146th wing to a fully manned status.

Edwards Air Force Base

Air Force Material Command (AFMC) is responsible for Edwards AFB. Realign Edwards AFB through the following actions:
 
1. Relocate base- Low Altitude Navigation and Targeting Infrared for Night (LANTIRN) intermediate maintenance from Edwards AFB to Hill AFB, UT, to establish a LANTIRN Pod Centralized Intermediate Repair Facility.

2. Relocate the regional correctional function of Edwards AFB and consolidate with existing correctional function at Marine Corps Air Station Miramar, CA, to create a consolidated, single, Level II Southwest Joint Regional Correctional Facility.  AFMC is responsible for effecting this movement in coordination with the Department of the Navy.

Fresno-Yosemite Air Terminal AGS, CA

The Air National Guard is responsible for Fresno Air Guard Station. Realign Fresno through the following actions:

1. Distribute the 15 F-16 aircraft assigned to the 144th Fighter Wing (ANG) to meet the Primary Aircraft Authorization (PAA) requirements established by the Base Closure and Realignment recommendations of the Secretary of Defense, as amended by the Defense Base Closure and Realignment Commission.

2. Establish 18 PAA F-16 aircraft at the 144th Fighter Wing (ANG).

March Air Reserve Base

Realign March through the following actions: 

1. Establish 12 Primary Aircraft Authorization KC-135 R/T at the 452d Air Mobility Wing (AMW), March Air Reserve Base. The Air Force Reserve Command AFRC is responsible for this move. 

2. Distribute the KC-135R/T aircraft, assigned to the 163rd Air Refueling Wing to meet the Primary Aircraft Authorizations (PAA) requirements established by the Base Closure and Realignment recommendations of the Secretary of Defense, as amended by the Defense Base Closure and Realignment Commission.  The Air National Guard is responsible this move.

3. If the State of California decides to change the organization, composition, and location of the 163d Air Refueling Wing (ANG) to integrate the unit into the Total Force Integration:
(a) The 163d Air Refueling Wing's Expeditionary Combat Support elements remain in place;
(b) Reassign a sufficient number of aircrews and maintenance personnel of the 163d Air Refueling Wing (ANG) to the 146th Airlift Wing (ANG) located at Channel Islands Air Guard Station, California, to bring that unit to a fully manned status, with the Air Force providing retraining where necessary;
(c) All other personnel allotted to the 163d Air Refueling Wing will remain in place; and
(d) Offer a mission that is relevant to the security interests of the State of California and consistent with the integration of the unit into the Total Force Integration, including but not limited to air mobility, C4ISR, Information Operations, engineering, flight training or unmanned aerial vehicles. Where appropriate, unit personnel will be trained in skills appropriate to the emerging mission.

Onizuka Air Force Station

Air Force Space Command (AFSPC) is responsible for Onizuka Air Force Station. Close Onizuka AFS and realign its mission through the following actions: 

1. Relocate Onizuka's Air Force Satellite Control Network mission and tenant Defense Information Systems Agency (DISA) Defense Satellite Communication System mission and equipment to Vandenberg AFB, CA.

2. Overlapping, concurrent operations will be required to be operational at Vandenberg AFB prior to termination of operations at Onizuka. AFSPC is responsible for effecting these actions in coordination with DISA.

Vandenburg Air Force Base

Air Force Space Command (AFSPC) is responsible for Vandenberg AFB. Realign Vandenberg AFB through the following actions: 

1. Receive the 939th Air Refueling Wing (AFR) Expeditionary Combat Support from Portland International Airport Air Guard Station, OR. Air Force Rreserve Command is responsible for effecting this action in coordination with AFSPC. 

2. Receive the Air Force Satellite Control Network mission and tenant Defense Information Systems Agency Defense Satellite Communication System mission and equipment from Onizuka AFS, CA. An overlapping, concurrent fully operational mission is required at Vandenberg AFB prior to termination of operations at Onizuka.
