OHIO Affected BRAC 2005 Locations Mansfield Lahm Airport Air Guard Station Rickenbacker International Airport Air Guard Station Springfield-Beckley Municipal Airport Air Guard Station Toledo Express Airport Air Guard Station Wright-Patterson Air Force Base Youngstown-Warren Regional Airport Air Reserve Station Mansfield Lahm Airport Air Guard Station The Air National Guard is responsible for Mansfield Lahm Apt Air Guard Station (AGS), OH. Distribute Mansfield Lahm's aircraft, manpower, and equipment through the following actions: 1. Distribute the eight C-130H aircraft assigned to the 179th Airlift Wing (ANG), Mansfield-Lahm Municipal Airport AGS to meet the Primary Aaircraft Authorization requirements established by the Base Closure and Realignment recommendations of the Secretary of Defense, as amended by the Defense Base Closure and Realignment Commission. The Air National Guard is responsible for this move. 2. Establish a contiguous enclave for the 179th Airlift Wing (ANG) sufficient to support operations of that unit, including flight operations, and compatible with joint use of the Mansfield-Lahm Municipal Airport as a civilian airport. 3. If the State of Ohio decides to change the organization, composition, and location of the 179th Airlift Wing (ANG) to integrate the unit into the Total Force Integration, all personnel allotted to the 179th Airlift Wing (ANG), including the unit's Expeditionary Combat Support elements, will remain in place. Offer a mission that is relevant to the security interests of the State of Ohio and consistent with the integration of the unit into the Total Force Integration, including but not limited to air mobility, C4ISR, Information Operations, engineering, flight training or unmanned aerial vehicles. Where appropriate, unit personnel will be trained in skills appropriate to the emerging mission. 4. Receive at Mansfield Lahm Airport Air Guard Station a new Armed Forces Reserve Center staffed from closure of the Army National Guard's Scouten Army Reserve Center, Mansfield, OH, and the closure of the Parrott Army Reserve Center, Kenton, OH. The new Armed Forces Reserve Center shall have the capability to accommodate units from the following facilities: Ohio ARNG Armories in Mansfield and Ashland, OH, if the state decides to relocate those National Guard units. Realign Springfield-Beckley (AGS) through the following actions: 1. Receive on Springfield-Beckley AGS a new Armed Forces Reserve Center comprised of all units from closure of the US Army Reserve Center, Springfield, OH. The Army National Guard is responsible for coordinating with the Air National Guard for facilities construction and beddown of personnel associated with the new Armed Forces Reserve Center. 2. Distribute the 18 F-16 aircraft assigned to the 178th Fighter Wing (ANG) to meet the Primary Aircraft Authorization requirements established by the Base Closure and Realignment recommendations of the Secretary of Defense, as amended by the Defense Base Closure and Realignment Commission. 3. Establish a contiguous enclave for the 178th Fighter Wing (ANG) sufficient to support operations of that unit, including flight operations, and compatible with joint use of the Springfield-Beckley Municipal Airport as a civilian airport. 4. Realign Wright-Patterson through the following actions: 1. Receive fixed wing related Air Platform Development and Acquisition from both Tinker AFB, OK, Robins, AFB, GA, and Hill AFB, UT. 2. Relocate the oversight of Budget/Funding, Contracting, Cataloging, Requisition Processing, Customer Services, Item Management, Stock Control, Weapon System Secondary Item Support, Requirements Determination, Integrated Materiel Management Technical Support Inventory Control Point functions for Consumable Items and the oversight of procurement management and related support functions for Depot Level Reparables, from Wright-Patterson AFB to the Defense Logistics Agency, Fort Belvoir, VA. 3. Relocate the fixed wing related Live Fire Test and Evaluation from Wright-Patterson AFB to Naval Air Weapons Station China Lake, CA. 4. Relocate the Air Force Materiel Command V-22 activities in rotary wing air platform development and acquisition from Wright-Patterson AFB to Patuxent River, MD. 5. * Receive the Naval Aeromedical Research Laboratory from Naval Air Station Pensacola, FL. The Navy is responsible for this move in cooperation with AFMC. 6. Receive the United States Air Force School of Aerospace Medicine, the Air Force Institute of Operational Health, and the Human Systems Development and Acquisition function from the closure of Brooks City Base, San Antonio, TX. AFMC is responsible for this move in coordination with the Air Force Surgeon General (AF/SG). 7. * Consolidate at Wright-Patterson AFB the Information Operations and Special Programs Division, and the Biosciences & Protection Division of the Human Effectiveness Directorate from the closure of Brooks City Base, San Antonio, TX. AFMC is responsible for this move in cooperation with AF/SG. 8. Receive all Air Force Research Laboratory functions from Mesa City, AZ. 9. Receive the Sensors Directorates from the Air Force Research Laboratory, Hanscom, MA, and from Rome Laboratory, NY, and consolidate with the Air Force Research Laboratory, Sensor Directorate, Wright-Patterson AFB. 10. Relocate the Information Systems Directorate of the Air Force Research Laboratory from Wright-Patterson AFB to Rome Laboratory, NY. 11. Relocate the transactional functions of the Civilian Personnel Office from Wright-Patterson AFB to Randolph Air Force Base, TX. Retain sufficient positions and personnel to perform the personnel management advisory services, the non-transactional functions necessary to support the Wright-Patterson AFB civilian workforce. AFMC is responsible for this move. 12. Receive the physiological training unit (49 ADOS/SGGT) from the disestablished high-onset gravitational force centrifuge at Holloman AFB. ACC is responsible for this move in cooperation with AF/SG. 13. Realign the Naval Postgraduate School, Monterey, CA, and the Air Force Institute of Technology, Wright-Patterson Air Force Base, OH, by forming a new and permanent oversight board responsible for curriculum review and approval, and program development for the resident and non-resident degree-granting programs at both schools. This Board--consisting of an equal number of members from the governing boards of each school, civilian education authorities recommended by the U.S. Secretary of Education, and other education officials as designated by the Secretary of Defense--will be chartered by the office of the Secretary of Defense and will provide a formal report of its actions and accomplishments to that office biannually. The Board's duties will consist of those actions listed as "Goals" in the Memorandum of Agreement that formed an Educational Alliance between the Secretaries of the Air Force and Navy on December 4, 2002. This Board will be located in the National Capital Region. By this recommendation, the newly formed board will also have the authority to: (a) take action to eliminate unnecessary curricula and program duplication; (b) identify, approve, and implement programs of collaboration in research and instruction between the schools, and; (c) expand nonresident programs and arrangements with private institutions of higher learning to meet common curriculum and non-Department of Defense focused class requirements.
