The Department of the Air Force (DAF) Installation Infrastructure Action Plan (I2AP) directs actions to ensure its installations are ready to meet the challenge of Great Power Competition (GPC) and deliver combat power for the Joint Force. I2AP focuses efforts on DAF installations as the foundation of combat readiness and power projection, and implements policy and processes designed to focus on best practices.
The plan identifies three major objectives that ensure the Department of the Air Force maintains the ability to deliver combat power with the necessary speed, range, and intensity to deter adversaries and win decisively if needed.
1. Align Installation Infrastructure to Mission Critical Capabilities: Prioritize projects that improve DAF airfields, mission critical utilities, munitions storage, and research infrastructure through deliberate, actionable investment planning.
2. Right-Size Installation Infrastructure: Increase the use of innovative resourcing strategies such as public private partnerships, Enhanced Use Leases (EUL), and Intergovernmental Support Agreements (IGSA) to drive down operating costs.
3. Deliver Resilient Installation Infrastructure: Bolster resilience against deliberate, accidental, or natural events by reducing infrastructure vulnerability from kinetic, cyber, climate, energy, and water threats at DAF installations by FY40.
The department will provide updates as necessary to align with changes in strategic guidance, foundational strategies, and operational environment.
