Realign Altus AFB through the following actions: Relocate base-level Logistics Readiness Squadron (LRS) positions from Altus AFB to establish a Mobility Air Force Logistics Support Center at Scott AFB, IL. AETC is responsible for this move. Back to top Tinker Air Force Base Air Force Material Command (AFMC) is responsible for Tinker AFB, OK. Realign Tinker AFB through the following actions: 1. If the State of Oklahoma decides to change the organization, composition, and location of the 137th Wing (ANG) to integrate the unit into the Total Force Integration, all other personnel allotted to the 137th Wing (ANG) will remain in place. Offer a mission that is relevant to the security interests of the State of Oklahoma and consistent with the integration of the unit into the Total Force Integration, including but not limited to air mobility, C4ISR, Information Operations, engineering, flight training or unmanned aerial vehicles. Where appropriate, unit personnel will be trained in skills appropriate to the emerging mission. 2. Consolidate the supply, storage, and distribution functions and associated inventories supporting depot operations, maintenance, and production at the Air Logistics Center, Oklahoma City, OK, with the supply, storage, and distribution functions and inventories at the Oklahoma City Strategic Distribution Platform. 3. Relocate fixed wing related Air Platform Development and Acquisition from Tinker AFB, OK, to Wright Patterson AFB, OH. 4. Establish 12 Primary Aircraft Authorizaation (PAA) KC-135 R/T at the 507th Air Refueling Wing (ARW), Tinker AFB. Air Force Reserve Command (AFRC) is responsible for this move. 5. Receive operations and maintenance manpower for four PAA aircraft from the 939th Air Refueling Wing, Portland International Airport AGS, OR. AFRC is responsible for this move. 6. * Receive the 137th Airlift Wing (ANG) from Will Rogers AGS. The Air National Guard is responsible for this move. The AFRC will establish an Air Reserve Componenet association (AFR/ANG) with the 507th Air Refueling Wing (AFR). 7. Disestablish storage and distribution functions for tires, packaged petroleum, oils, and lubricants, and compressed gases at Distribution Depot Tinker AFB, OK. 8. Relocate the Budget/Funding, Contracting, Cataloging, Requisition Processing, Customer Services, Item Management, Stock Control, Weapon System Secondary Item Support, Requirements Determination, Integrated Materiel Management Technical Support Inventory Control Point functions for Consumable Items [except those Navy items associated with Design Unstable/Preproduction Test, Special Waivers and Major End Items] to Defense Supply Center Richmond, VA. 9. Relocate the Global Air Traffic Operations Program Office (GATOPO) from Tinker AFB to Will Rogers AGS. AFMC is responsible for this move. 10. Relocate the transactional functions of the Civilian Personnel Office to Randolph Air Force Base, TX. Retain sufficient positions and personnel to perform the personnel management advisory services, the non-transactional functions, necessary to support the Tinker Air Force Base, OK, civilian workforce. Relocate a portion of the Primary Phase of Fixed-wing Pilot Training to Vance AFB from Moody AFB, GA. 2. Relocate a portion of Introduction to Fighter Fundamentals Training for Pilots to Vance AFB from Moody AFB, GA. 3. Relocate a portion of Introduction to Fighter Fundamentals Training for Weapons Systems Officers to Vance AFB from Moody AFB, GA. If WSO student throughput does not support training at each location, training will be accomplished at one or more of the locations designated in the Commission report with the capability to train WSO students maintained at the remaining sites. AETC is responsible for this action. 4. Close the Robbins Army Reserve Center located in Enid, OK, and relocate units into a new Armed Forces Reserve Center and Consolidated Field Maintenance Shop on Vance AFB. The Army is responsible for this move in cooperation with AETC. 5. The new Armed Forces Reserve Center at Vance AFB shall have the capability to accommodate Oklahoma Army National Guard units from the following Oklahoma Army National Guard facilities: Enid, Alva, Woodward, Blackwell, Cherokee, Watonga, and the National Guard Field Maintenance Shop in Enid, OK, if the state of Oklahoma decides to relocate those National Guard units. Realign Will Rogers AGS through the following actions: 1. Relocate the Air Force Flight Standards Agency (AFFSA) and its two C-21 aircraft from Andrews AFB to Will Rogers World Airport AGS, OK. AFFSA is responsible for this move. 2. Receive the USAF Advanced Instrument School (AIS) from Randolph AFB, TX. Air Education and Training Command (AETC) is responsible for this move. 3. Distribute the 137th Airlift Wing's (ANG) C-130 aircraft (8 Primary Aircraft Authorizations (PAA)) to meet the PAA requirements established by the Base Closure and Realignment recommendations of the Secretary of Defense, as amended by the Defense Base Closure and Realignment Commission. 4. * Relocate the 137th Airlift Wing (ANG) from Will Rogers AGS to Tinker AFB. The Air National Guard is responsible for this move. The AFRC will create an Air Reserve Component association with the 507th Air Refueling Wing (AFR). 5.
