Brooks City Base

Air Force Materiel Command (AFMC) is responsible for Brooks City Base, TX. Close Brooks City Base. The functions at Brooks will be moved as listed below. Disestablish any remaining organizations:

1. Relocate the Air Force Medical Support Agency, Air Force Medical Operations Agency, Air Force Element Medical Defense Agency, Air Force Element Medical-DoD, to Lackland Air Force Base, TX. AFMC is responsible for this move in cooperation with Air Force Surgeon General (AF/SG) and Air Education and Training Command (AETC). 

2. * Relocate the Non-Medical Chemical Biological Defense Development and Acquisition to Edgewood Chemical Biological Center, Aberdeen Proving Ground, MD. The Army is responsible for this move. 

3. Relocate the Army Medical Research Detachment to the Army Institute of Surgical Research, Fort Sam Houston, TX . The Army is responsible for this move.
4. Relocate the United States Air Force School of Aerospace Medicine, the Air Force Institute of Operational Health, and the Human Systems Development and Acquisition function to Wright-Patterson Air Force Base, OH. AFMC is responsible for this move in cooperation with AF/SG. 

5. * Relocate the 710th Information Operations Flight (Air Force Reserve) and the 68th Information Operations Squadron to Lackland Air Force Base, TX. Air Combat Command (ACC) is responsible for this move. 

6. Consolidate the Human Effectiveness Directorate with the Air Force Research Laboratory, Human Effectiveness Directorate at Wright-Patterson Air Force Base, OH.  AFMC is responsible for this move in cooperation with AF/SG. 

7. * Relocate the 642d Combat Sustainment Group (CBSG) Warner Robins Air Logistics Center Operating Location for Life Support and Sustainment from Brooks City-Base, TX and reintegrate into the parent unit at Robins AFB, GA. 

8. * Relocate the Air Force Center for Environmental Excellence, Air Force-Wide Support Element, to Lackland Air Force Base, TX.  AFMC is responsible for this move.

9. * Relocate the Air Force Audit Agency and 341st Recruiting Squadron to Randolph AFB. AFMC is responsible for this move. 

10. Relocate the Naval Health Research Center Electro-Magnetic Energy Detachment and the Directed Energy portion of the Human Effectiveness Directorate of the Air Force Research Laboratory to Fort Sam Houston, TX.  AFMC is responsible for this move in cooperation with AF/SG and the Navy.

Carswell Air Reserve Station, Naval Air Station Fort Worth

AFRC is responsible for Naval Air Station Joint Reserve Base Fort Worth, TX. Realign Naval Air Station Joint Reserve Base Fort Worth through the following actions:

1. Establish 8 Primary Aircraft Authorization (PAA) C-130 aircraft at the 136th Airlift Wing (Air National Guard), Naval Air Station Joint Reserve Base Fort Worth, TX. 

2. Establish 24 PAA F-16 aircraft at the 301st Fighter Wing (Air Force Reserve), Naval Air Station Joint Reserve Base Fort Worth, TX. 

3. * Relocate base-level F-110 engine intermediate maintenance from Naval Air Station Joint Reserve Base Fort Worth, TX, to Hill AFB, UT, to establish an F-110 Engine Centralized Intermediate Repair Facility (CIRF). Air Force Reserve Command is responsible for this move.

Dyess Air Force Base

ACC is responsible for Dyess AFB, TX. Realign Dyess through the following actions:

1. Close the Grimes United States Army Reserve Center, Abilene, TX and relocate B Company of the 413th Civil Affairs Battalion and the Area Maintenance Support Activity 11 Sub-Shop to a new Armed Forces Reserve Center with a Field Maintenance Shop on Dyess AFB, TX. The new Armed Forces Reserve Center shall have the capability to accommodate Texas National Guard Units from the following Texas ARNG Readiness Centers: Abilene, Coleman, and Snyder, TX, and the Texas Army National Guard Field Maintenance Shop, Abilene, TX, if the state decides to relocate those National Guard units. The Army is responsible for this move in cooperation with ACC.

Ellington Field Air Guard Station

The Air National Guard is responsible for Ellington AGS, TX. Realign Ellington through the following actions:

1. Distribute the 15 F-16 aircraft assigned to the 147th Fighter Wing (ANG) to meet the PAA requirements established by the Base Closure and Realignment recommendations of the Secretary of Defense, as amended by the Defense Base Closure and Realignment Commission. 

2. Establish a contiguous enclave for the 147th Fighter Wing (ANG) sufficient to support operations of that unit, including flight operations, and compatible with joint use of Ellington Field as a civilian airport. 

3. The 272d Engineering Installation Squadron, an ANG geographically separated unit, moves into available space on Ellington. 

4. Ellington AGS retains the capability to support the Homeland Defense mission. 

5. If the State of Texas decides to change the organization, composition, and location of the 147th Wing (ANG) to integrate the unit into the Total Force Integration, all personnel allotted to the 147th Wing (ANG), including the unit's Expeditionary Combat Support elements, will remain in place. Offer a mission that is relevant to the security interests of the State of Texas and consistent with the integration of the unit into the Total Force Integration, including but not limited to air mobility, C4ISR (command, control, communications, computers, intelligence, surveillance, and reconnaissance), Information Operations, engineering, flight training or unmanned aerial vehicles. Where appropriate, unit personnel will be trained in skills appropriate to the emerging mission.

Lackland Air Force Base

Air Education and Training Command (AETC) is responsible for Lackland AFB, TX. Lackland AFB had significant Joint Cross Service Group actions. Realign Lackland AFB through the following actions:
1. Receive the Air Force Medical Support Agency, Air Force Medical Operations Agency, Air Force Element Medical Defense Agency, Air Force Element Medical-DoD from Brooks City Base, TX . AFMC is responsible for this move in cooperation with AF/SG and AETC. 

2. Receive the installation management functions from Fort Sam Houston, TX, and Randolph AFB, TX, and establish joint basing at Lackland AFB, TX.  AETC is responsible for the Randolph installation management realignment. The Army is responsible for effecting the Fort Sam Houston installation management realignment and coordinating with AETC. 

3. * Relocate Transportation Management training from Lackland AFB to Fort Lee, VA. AETC is responsible for this move in cooperation with the Army. 

4. * Relocate the Culinary Training from Lackland AFB to Fort Lee, VA, establishing it as a Joint Center of Excellence for Culinary Training. AETC is responsible for this move in cooperation with the Army. 

5. Receive the Air Force Real Property Agency from leased facilities at the Rosslyn Center and the Nash Street Building, in Arlington, VA. AFDW is responsible for this move. 

6. * Receive the 710th Information Operations Flight (AFR) and the 68th Information Operations Squadron from Brooks City Base. ACC is responsible for this movement. 

7. Relocate base-level F-110 intermediate maintenance from Lackland AFB to Capital Air Guard Station, IL, to establish an F-110 Engine CIRF. The Air National Guard is responsible for this move. 

8. * Relocate the Standard Air Munitions Package (STAMP)/Standard Tank, Rack, Adaptor, and Pylon Packages (STRAPP) function from Lackland Air Force Base, Medina Annex to McConnell Air Force Base, KS, and transfer the mission to the Air National Guard. AFMC is responsible for this move. 

9. Relocate the correctional function from Lackland Air Force Base to Fort Leavenworth, KS, and consolidate with the correctional function already at Fort Leavenworth, KS, to form a single Level II Midwest Joint Regional Correctional Facility. AETC is responsible for this move in coordination with the AF Security Forces Center and the Army. 

10. * Receive the Air Force-Wide Support Element from Brooks City Base, TX. AFMC is responsible for this movement. 

11. * Receive the Air Force Center for Environmental Excellence from Brooks City Base, TX. AFMC is responsible for this move. 

12. Relocate the inpatient medical function of the 59th Medical Wing (Wilford Hall Medical Center) from Lackland AFB to the Brooke Army Medical Center, Fort Sam Houston, TX, establishing it as the San Antonio Regional Military Medical Center, and converting Wilford Hall Medical Center into an ambulatory care center. AETC is responsible for this move in cooperation with AF/SG and the Army. 

13. Realign 103 Norton Street, a leased installation in San Antonio, TX, by relocating Air Force News (AFNEWS) Agency -Army/Air Force Hometown News Service (a combined entity) to Fort Meade, MD. Air Force District of Washington (AFDW) is responsible for the move.

Laughlin Air Force Base

AETC is responsible for Laughlin AFB, TX. Realign Laughlin AFB through the following actions:

1. Relocate a portion of the Primary Phase of Fixed-wing Pilot Training to Laughlin AFB from Moody AFB, GA. 

2. Relocate a portion of Introduction to Fighter Fundamentals Training for Pilots to Laughlin AFB from Moody AFB, GA. 

3. Relocate a portion of Introduction to Fighter Fundamentals Training for Weapons Systems Officers (WSO) to Laughlin AFB from Moody AFB, GA. If WSO student throughput does not support training at each location, training will be accomplished at one or more of the locations designated in the Commission report with the capability to train WSO students maintained at the remaining sites. AETC is responsible for this action.

Randolph Air Force Base

AETC is responsible for Randolph AFB, TX. Randolph AFB had significant Joint Cross Service Group interest; realign Randolph AFB through the following actions:
1. Relocate USAF Advanced Instrument School (AIS) from Randolph AFB, TX, to Will Rogers AGS. AETC is responsible for this move. 

2. Receive a portion of Introduction to Fighter Fundamentals Training for Pilots and Introduction to Fighter Fundaments Training for Instructor Pilots from Moody AFB, GA. AETC is responsible for this move. 

3. Relocate installation management functions from Randolph AFB to Lackland AFB, TX. The Army and AETC are responsible for their respective moves. 

4. * Relocate Undergraduate Navigator Training from Randolph AFB to Naval Air Station Pensacola, FL. AETC is responsible for this move in cooperation with the Navy. 

5. Receive the Air Force Audit Agency and 341st Recruiting Squadron from Brooks City Base, San Antonio, TX. AETC is responsible for this move. 

6. Receive and consolidate the transactional functions of the Civilian Personnel Offices of the following installations:
(a) Wright-Patterson Air Force Base, OH.
(b) Robins Air Force Base, GA.
(c) Hill Air Force Base, UT.
(d) Tinker Air Force Base, OK.
(e) Bolling Air Force Base, DC.
(f) Installations providing Civilian Personnel Office transactional functions to Randolph Air Force Base will retain sufficient positions and personnel to perform the personnel management advisory services, the non-transactional functions, necessary to support the installation's civilian workforce. AFMC is responsible for these moves excluding Bolling AFB, which is the responsibility of AFDW.

Sheppard Air Force Base

AETC is responsible for Sheppard AFB, TX. Realign Sheppard AFB through the following actions:

1. Relocate a portion of the following training programs from Moody AFB, GA, to Sheppard AFB:
(a) Introduction to Fighter Fundamentals Training for Pilots
(b) Introduction to Fighter Fundamentals Training for Weapons Systems Officers. If WSO student throughput does not support training at each location, training will be accomplished at one or more of the locations designated in the Commission report with the capability to train WSO students maintained at the remaining sites. AETC is responsible for this action. 

2. Relocate a sufficient number of front-line and instructor-qualified maintenance technicians and logistics support personnel from Sheppard AFB to Eglin AFB, FL, to stand up the Air Force's portion of the Joint Strike Fighter Initial Joint Training Site. 

3. * Relocate basic and specialty medical training from Sheppard AFB, TX, to Fort Sam Houston, TX. AETC is responsible for this move. 

4. * Medical Field / Readiness Training will relocate to Camp Bullis, TX.
