Barnes Municipal Airport Air Guard Station

The Air National Guard is responsible for Barnes Municipal Airport Air Guard Station (AGS). Realign Barnes through the following actions:
 
1. Distribute the 15 A-10 aircraft assigned to the 104th Fighter Wing (ANG), Barnes AGS, to meet the Primary Aircraft Authorization (PAA) requirements established by the Base Closure and Realignment recommendations of the Secretary of Defense, as amended by the Defense Base Closure and Realignment Commission. 

2. The 104th Fighter Wing at Barnes will provide administrative support as the parent wing for the 253d Combat Communications Group, and 267th Communications Squadron, Otis ANGB, MA. 

3. Receive firefighter positions from Otis AGS, MA, to Barnes Municipal Airport AGS. The ANG is responsible for this movement. 

4. Establish 18 PAA F-15 aircraft at the 104th Fighter Wing (ANG). 

5. Relocate base-level TF-34 engine intermediate maintenance from Barnes AGS to Bradley AGS, CT, to establish a TF-34 Engine Centralized Intermediate Repair Facility. The ANG is responsible for this movement. 

6. Construct an Air Sovereignty alert facility at Barnes Municipal Airport AGS, MA.

Hanscom Air Force Base

Air Force Material Command (AFMC) is responsible for Hanscom AFB. Realign Hanscom through the following actions: 

1. Relocate the Space Vehicles Directorate from Hanscom AFB to Kirtland Air Force Base, NM.  AFMC is responsible for this movement. 

2. Relocate the Sensors Directorate from Hanscom AFB to Wright-Patterson AFB, OH. AFMC is responsible for this movement.

Otis Air National Guard Base

The Air National Guard is responsible for Otis Air National Guard Base. Realign Otis Air National Guard Base through the following actions:
 
1. Distribute the 15 F-15 aircraft assigned to the 102d Fighter Wing to meet the Primary Aircraft Authorization requirements established by the Base Closure and Realignment recommendations of the Secretary of Defense, as amended by the Defense Base Closure and Realignment Commission. 

2. Relocate firefighter positions from Otis ANG to Barnes Municipal Airport Air Guard Station (AGS), MA. 

3. The 253d Combat Communications Group and 267th Communications Squadron remain in place at Otis ANG. The 104th Fighter Wing, Barnes AGS, MA, will provide administrative support as the parent wing. 

4. If the Commonwealth of Massachusetts decides to change the organization, composition, and location of the 102d Fighter Wing (ANG) to integrate the unit into the Total Force Integration, all other personnel allotted to the 102d Fighter Wing (ANG) will remain in place. Offer a mission that is relevant to the security interests of the Commonwealth of Massachusetts and consistent with the integration of the unit into the Total Force Integration, including but not limited to air mobility, C4ISR, Information Operations, engineering, flight training or unmanned aerial vehicles. Where appropriate, unit personnel will be trained in skills appropriate to the emerging mission.

Westover Air Reserve Base

Air Force Reserve Command (AFRC) is responsible for Westover Air Reserve Base. The Army Reserve Command recommendation for New England Command and Control realigns Westover through the following actions: 

1. Relocate to a new Armed Forces Reserve Center on Westover Air Reserve Base all units from closing facilities at Westover Armed Forces Reserve Center, Chicopee, MA; the MacArthur United States Army Reserve Center, Springfield, MA; the United States Army Reserve Area Maintenance Support Activity, Windsor Locks, CT; and the realigned Malony United States Army Reserve Center on Devens Reserve Forces Training Area. The Army is responsible for this movement in cooperation with AFRC. 

2. Establish an Army Reserve Maneuver Enhancement Brigade headquarters in the new Armed Forces Reserve Center on Westover Air Reserve Base. 

3. Establish an Army Reserve Sustainment Brigade headquarters in the new Armed Forces Reserve Center on Westover Air Reserve Base. 

4. Realign Devens Reserve Forces Training Area. Relocate the 5th JTF, 654th ASG and the 382nd MP Battalion to the new Armed Forces Reserve Center on Westover Air Reserve Base. 

5. The new Armed Forces Reserve Center shall have the capability to accommodate Massachusetts Army National Guard units from the Massachusetts Army National Guard Armory in Agawam, MA, if the state decides to relocate those National Guard units.
