Andrews Air Force Base

Air Force District of Washington (AFDW) is responsible for Andrews AFB. Air Mobility Command will cooperate with AFDW in the execution of following actions: 

1. Relocate the Air Force Flight Standards Agency (AFFSA) and its two C-21 aircraft from Andrews AFB to Will Rogers World Airport Air Guard Station (AGS), OK. AFFSA is responsible for this movement in cooperation with the ANG, AFDW, and FAA. 

2. Establish 18 F-16 aircraft at 113 Fighter Wing, Andrews AFB, MD. The ANG is responsible for this movement in cooperation with AFDW. 

3. Realign Naval Air Facility Washington, MD. Relocate the installation management functions to Andrews AFB establishing Joint Base Andrews-Naval Air Facility Washington, MD.  AFDW is responsible for this movement in cooperation with the Navy. 

4. Relocate the Aerial Port Squadron from Martin State AGS, MD, to Andrews AFB. The ANG is responsible for this movement in cooperation with AFDW. 

5. Relocate the Air Force Office of Special Investigations (AFOSI) from Andrews AFB, MD, to Marine Corps Base Quantico, VA. OSI is responsible for this movement in cooperation with the Navy and AFDW. 

6. Relocate the following leased facilities to Andrews AFB, MD. AFDW is responsible for these movements in cooperation with Air Mobility Command (AMC); however, AMC will be responsible for executing the EIAP and BRAC projects required to support this movement.
(a) Close 1501 Wilson Blvd, a leased installation in Arlington, VA. Relocate the Air Force-Judge Advocate General to Andrews AFB.
(b) Close 1560 Wilson Blvd, a leased installation in Arlington, VA. Relocate the Secretary of the Air Force-Acquisition to Andrews AFB.
(c) Close Arlington Plaza, a leased installation in Arlington, VA. Relocate the Secretary of the Air Force-Auditor General to Andrews AFB.
(d) Realign 1401 Wilson Blvd, Nash Street Building, and 1919 Eads St, leased installations in Arlington, VA, by relocating Air Force-Operations to Andrews AFB.
(e) Realign Ballston Metro Center, a leased installation in Arlington, VA, by relocating the Secretary of the Air Force-Public Affairs and the Secretary of the Air Force-Small Business to Andrews AFB.
(f) Realign Crystal Gateway 1, a leased installation in Arlington, VA, by relocating Air Force-Personnel, Air Force-Installation and Logistics, Air Force-Operations, and Air Force-Personnel Operations to Andrews AFB.
(g) Realign Crystal Gateway 2 and Jefferson Plaza 2, leased installations in Arlington, VA, by relocating Air Force-Installation and Logistics to Andrews AFB.
(h) Realign Crystal Gateway North, a leased installation in Arlington, VA, by relocating Air Force-Installation and Logistics and the Secretary of the Air Force-Financial Management to Andrews AFB.
(i) Realign Crystal Park 5 and Crystal Plaza 6, leased installations in Arlington, VA, by relocating the Secretary of the Air Force-Administrative Assistant to Andrews AFB.
(j) Realign Crystal Plaza 5, a leased installation in Arlington, VA, by relocating the Air Force-Chief Information Officer and Air Force-Operations to Andrews AFB.
(k) Realign Crystal Square 2, a leased installation in Arlington, VA, by relocating Air Force-Personnel and Air Force-Personnel Operations to Andrews AFB.
(l) Realign the Webb Building, a leased installation in Arlington, VA, by relocating Air Force-Personnel and the Secretary of the Air Force/General Counsel to Andrews AFB.
(m) Realign Jefferson Plaza-1, Arlington, VA, by relocating the National Guard Bureau Headquarters, the Air National Guard Headquarters, and elements of the Army National Guard Headquarters to the Army National Guard Readiness Center, Arlington, VA, and Andrews AFB. 

7. Disestablish the inpatient mission at the 89th Medical Group and; convert the hospital to a clinic with an ambulatory surgery center. AMC is responsible for this action in cooperation with AFDW and Air Force Surgeon General.

Martin State Airport Air Guard Station

The Air National Guard is responsible for Martin State Airport Air Guard Station (AGS). Realign Martin State through the following actions:

1. Establish 18 Primary Aircraft Authoriztion (PAA) A-10 aircraft at the 175th Wing (ANG). 

2. Relocate base-level TF-34 engine intermediate maintenance from Martin State to Bradley AGS, CT, to establish a TF-34 Engine Centralized Intermediate Repair Facility. The ANG is responsible for this movement. 

3. The Aerial Port Squadron from Martin State will move to Andrews AFB, MD. The Air National Guard is responsible for this movement. 

4. Distribute the eight C-130J aircraft assigned to the 175th Wing (ANG), Martin State to meet the PAA requirements established by the Base Closure and Realignment recommendations of the Secretary of Defense, as amended by the Defense Base Closure and Realignment Commission. 

5. If the State of Maryland decides to change the organization, composition, and location of the 175th Wing (ANG) to integrate the unit into the Total Force Integration, all other personnel allotted to the 175th Wing (ANG) will remain in place. Offer a mission that is relevant to the security interests of the State of Maryland and consistent with the integration of the unit into the Total Force Integration, including but not limited to air mobility, C4ISR, Information Operations, engineering, flight training or unmanned aerial vehicles. Where appropriate, unit personnel will be trained in skills appropriate to the emerging mission.
