Resilient Energy Savings Resource Vault (RESRV) Informational Material

The RESRV executes the authority of 10 United States Code § 2912 to capture validated energy savings in an extended availability account. The Deputy Assistant Secretary of the Air Force for Environment, Safety, and Infrastructure (SAF/IEE) oversees the RESRV program on behalf of Department of the Air Force installation energy. SAF/IEE manages the program and administers the RESRV account, overseeing program funds to implement energy resilience, mission assurance, and other projects in accordance with the statute and Department of Defense Financial Management Regulation (DoD FMR).

The Business Rules available here provide implementing instructions for the RESRV. SAF/IEE updates and publishes these rules to detail the most recent guidance on RESRV best practices, points of contact, and key roles and responsibilities. The Fact Sheet, also available here, provides a summary overview of the program.
